Does STAN provide any statistic to indicate possible gross error in measurements?

sometimes the measurement accuracy is not certain, so can Stan use a Z-static of the reconciled value to inform a possible fault in the specified measurement accuracy?

Yes, STAN supports gross error detection:

After having performed a calculation (with algorithm Cencic 2012), you will find the according messages in the trace output on the bottom of the user interface. If a gross error has been detected, the possibly responsible entities will be listed (click on them to highlight them in the system diagram). If no gross error can be found, you will find information about the value of the objective function (weighted least squares approach), a data reconciliation quality indicator and a summary of the standard scores of the reconciled vales.
